Sheila Muir, Ed.D.

Sheila Muir has worked in the field of education for over three decades. Twenty-four of those years were in the Quabbin Regional School District. Her background in education includes administrative positions K-12 and teaching at the middle school and high school levels (science and mathematics).   Noteworthy among her many accomplishments in her time as Assistant Superintendent and Superintendent are increasing professional development opportunities for teachers, leading the implementation of the International Baccalaureate Diploma program, instituting elementary and secondary instructional coaching, developing a teacher leader program, implementing the new educator evaluation system, and developing Innovation Pathways Programs. Additionally, she worked closely with the Director of Student Services to plan and implement a significant expansion of in-district programming for students with disabilities. As a former senior district leader, she has extensive experience in strategic planning, goal setting, recruitment, hiring and induction of new teachers and administrators, conflict resolution, personnel matters, and contract negotiations.

While working as an adjunct professor at Fitchburg State University, Sheila has trained teachers in teacher leadership, action research, peer observation, mathematics content, and mathematics instructional practices. She has conducted workshops for teachers and educational leaders in curriculum mapping utilizing the Understanding by Design approach.

Sheila has actively advocated at the State level for increased funding for education, particularly for districts with declining enrollment. Governor Baker appointed her to represent the Massachusetts Association of Regional Schools on the Commission on the Long-term Fiscal Health of Rural School Districts. She continues her advocacy efforts and support of regional and rural districts in her current role as Assistant Executive Director of the Massachusetts Association of Regional Schools.

Sheila holds a Doctor of Education degree in Educational Leadership and Curriculum from Northeastern University, a Master of Education degree in Organizational Management from Endicott College, A Master of Education Degree in Secondary Education from Worcester State University, and a Bachelor of Science Degree in Natural Sciences from Assumption University. She also completed undergraduate work at Worcester Polytechnic Institute studying electrical engineering.
